A concept Paper Promoting Leadership & Commitment to Children - Presented by MAPSA on November 6, 2003. This paper was written by former State Director of Special Education - Richard Baldwin, in consultation with Chuck Stockwell and the MAPSA Task Force on Special Education. It was approved by the MAPSA Board in 2003.
